On the other hand shiny Zweilous and Gible families can shove it, they appear in doezens.

These days I don't even use sandwiches for outbreaks. Just wait patiently and use Austin John's tech for respawning.
Only a max of 15 Pokémon can spawn at any given time, and that includes packs. If you ram through the map you'll despawn >5 mons in an instant which could make a pack of a different mon appear.
If you're shiny hunting, just slowly move back and forth and make Pokémon disappear one by one. That prevents the game from spawning a pack which increases the chance of spawning the Pokémon you actually want. Specially useful in outbreaks as they never spawn in packs.
I think it's just the encounter chances, man. I go for Scream Tail and catch 3 plus 2 Floettes. I go for Sandy Shocks and all of a sudden I'm asking for too much.
