      Thats not what OPs describing though. Those types of characters can't be eventually reasoned with.
      It's more like Steiner from FF9, Paladin types that can eventually see the truth and turn allegiances.
      But yeah solo npc 'chasers' are dumb and entirely overdone. There's like one in every JRPG. I'd make it a police force/personal army/assassin group.

    Honestly, it's very hard. Players most often attack with about as much discretion as rabid dogs so having a good guy attack them because of them being used by a bad guy in charge usually means they get slaughtered and the players show .3 seconds of remorse when they find out what they did.

    I don't think that game did it very well to be honest. How hard do two paladin types and a bunch of cops need to job out to let a dweeb and two women in heels get away on foot? The game also doesn't show the falsified info up front and gives the player the idea that they the paladin character and cops are complicit and intended to capture and kill the main characters from the start.

    I think for it to be better it needs to be clear that the paladin is not a bad guy. Have him or her explain the charges and (falsified) evidence to the player characters, and make it clear that the paladin really believes that the PCs are guilty, instead of insisting that they be brought to a mock trial first. Otherwise it makes the paladin out to be lawful evil, rather than lawful stupid.

      One of them was also in heels.

      The real answer is that the CBT1 Belobog storyline was vastly, vastly different, and actually showed the antagonists discussing amongst themselves whether or not the protagonists were truly evil.

      This is important. The chaser should immediately make it clear what he has/claims to have on the party, so that the party immediately knows the charges are bunk and are now aware that there is an agenda against them from somewhere. If he's a good cop, he has to inform the characters what they're being charged with (unless you cook up something extreme like "double murder, they're armed" and force the cop to immediately go aggressive on sight).

        And at that point, it becomes a matter of painting the cop chaser as sympathetic so the party doesn't, y'know, murder him immediately (if they're that kind of party).

    As a DM?
    I would do this during a quest where the party has been coerced into doing something for some clearly bad dude. Like, maybe the party owes a favour to someone who turns out to be part of a the mafia. Or they were forced to rely on a dark wizard during some past quest, and now he's come to collect.
    So they go off to do whatever it is thats asked of them. Break into a house to collect an item. Gather some dark magical items, maybe one of them is on sacred holy ground. Rough up some thugs or go attack some rival gang or whatever, which in turn kicks off a gang war. That sort of shit.
    And the dogooder catches them in the act. Maybe the dark wizard or whatever has pushed him against the party intentionally, hoping they'll kill each other or damage each other enough he can swoop in for the kills. Or maybe the paladin has been informed the party is working for the bad guy. Maybe he just happens to be working for the place the party is breaking into.
    Que the paladin swearing to catch them, and his relentless chase begins.

    Pretty basic shit, but there you go.

      Forgot to say. Alternatively, you could go the Dresden Files route with Morgan and the Council. The party DID some shady shit, but it was for a good cause or self defense or whatever. But the authorities or whatever don't really believe the party's "excuse" and is just waiting for them to slip up. The paladin has been informed thusly. So he already thinks the party is evil, but needs proof. Needs to catch them in the act.
      Which brings us to your post. Dude catches them in the act, goes AHA! and refuses to listen to them, going on a relentless chase.

        I guess I've played in pretty meek groups then. Outside of the occasional edgy boi, we really just murderhobo baddies.
        Well, once we did sorta-accidently ambush and slaughter a caravan of innocents. That escalated into killing all the guards of a village and some royal knights.

    We have the stubborn, but well meaning LG Paladin in our party, we leave him to settle things while my elf bullies the halfling Cleric and the catgirl does cat things

    My PC swears he didn't know downloading a car was that bad, captain and big bro try to talk him down, there's actually a decent chance captain agrees to turn ourselves in, or at least calls up a lawyer

    This is the group most likely to attack, though we'd still try to talk him down, but between a ronin captain, a hobgoblin/defector from the Khan's forces co-captain, and a gaggle of goblins, violence on some level will probably happen

    Diplomacy is attempted, my PC will likely use his powers to find out who told him those lies and what exactly he was told, if a fight does happen, I'm banking on the two gods, one of which is a dragoness, winning, failing that though, my PC might just erase the memory of the lies/shady incident from his head

    Literally just have other NPCs talk about him. That's all it takes to worldbuild. I did something kind of similar in a Rome themed game I played and by the time the cohort met him they were already smitten. I had to lay off the appearances since 4/5 characters had slept with him by the 3rd session with him.
