      The story doesn't even need both of those to work. Andrew Ryan has an ideal, makes an impossible city, it grows out of his control, and he turns out to be a massive hypocrite. There's your premise. Sea slug magic adds nothing beyond gameplay. Alternatively, a normal society discovers magic sea slugs, sea slug magic is addictive, and everyone goes nuts. Again, a fine premise. Doesn't need an art deco underwater city and a half-arsed exploration of objectivism. BioShock isn't really all that well thought out.

          Even before Fontaine played his hand, Rapture was already going to shit. I remember a chapter from the book where Ryan encounters a small store owner who lost everything in the marketplace and begged Ryan to give him some financial aid so he could get back on his feet. Ryan refused to the man begged him to let him and his family return to the surface and Ryan refused him again. So the man pulled out a gun and shot himself in front of Ryan. Fontaine's presence in Rapture only accelerated it's inevitable decline.

      It would have still gone to shit regardless since Ryan is a massive hypocrite and Fontaine would have found some other business to make a killing off like maybe firearms. Also all the while the socioeconomic gap would continue to rise while the desperate would have no social safety nets or means of escape. To top it all off, the entire city's support structures were built on aluminum instead of steel, so Rapture would have likely collapsed by the 21st century.
