Almost every achievement that gets put in games nowadays is there to provide analytics data for sponsors and companies (stuff like "You opened the main menu!" or "You completed the tutorial!" achievements with the only function of collecting data on how many buyers actually played the game).
It depends on the context. You're sort of right-ish for like, Steam Achievements because they're something that the platform owner "encourages" the developers to create as a way of keeping people stuck with the game and on the platform itself, because having that aspect of "collecting" them is enough to keep a subset of people permanently engaged. There's a surprisingly large audience of people who literally just purchase games in order to acquire the achievement points/rank from them. But as far as data collection goes, it's kind of irrelevant because they don't give a shit how many people got past Level 1 or whatever, as long as they're getting the money for the game.
It's similar for games like World of Warcraft where stuffing the game with achievements keeps people playing (and thus paying) by giving them an e-peen metric to grind and collect and compare.
Lots of singleplayer games have in-game, non-external challenges and achievements that don't really function the same way, like I'm pretty sure Fallout has a whole list of hidden achievements you can get, none of which are displayed externally and don't exist to drive game sales or playtime.

This is definitely true. I have a friend who is obsessed with getting achievements, and definitely not for the enjoyment of it, because if the achievement actually presents any challenge then he will look up a guide on how to do it as easily as possible, or better yet, how to cheese it in unintended ways to remove all challenge.
I've gotten all the achievements for the recent deus ex games and i can say with certainty that my autistic completionism and the existence of achievements have ruined the experience for me in comparison to the original deus ex.
