I don't expect games to be reworked or completely changed, just released in a proper manner; finished, polished, and clean of as many bugs as possible.
Bethesda never does this, but I bet you can't wait for the next one anyway. You'll have to fix it yourself, maybe spending ages to get it up to standard when it should have been released up to standard to begin with.

Damn, that's actually something I've never thought about it.
By this point everyone knows how much christmas rushed Skyrim was; how there was ton of NPCs and areas that were cut at the last minute, how the civil war used to be significantly more complex, as were some of the faction quests. Some of the more popular mods restore some of that.
And yet Bethesda has never went back and complete these cut features, despite the game rereleasing 20 times by now
And the paying customer (or pirate) has to fix it themselves for free. There's a reason the mod scene is so massive, and it's not all creativity; it began as a necessity.
And the same thing will happen with the next one, too. Bethesda simply gets away with anything.
It's a double-edged sword.
The moddability of Skyrim is 100% one of it's attractive features, but it appears to have led Bethesda to become super indolent cause they know modders can fix their crappy sandbox.

For me, Bethesda is completely reprehensible in their practices but because nobody else is making the kind of games they do, everybody just puts up with it. It's very frustrating as someone who expects standards.
For frick's sake; their engine is an ancient, unwieldy mess. But they insist on carrying on with it, doing the same old "big area, small copy -paste assets" thing. If any other studio were to be so fricking brazen, they'd be forgotten quickly as bring lazy and incompetent.
Not to mention the fricking Fallout 76 fiasco. Holy shit. How they survived that is unbelievable.

If the kind of game they were making was an immersive sim I could understand that, but Skyrim isn't anything close to that.
Considering that interiors in Khorinis don't require loading screens, I won't be surprised if the number of intractable objects is actually close to same in Khorinis and Whiterun.
