Yeah, it used to be the core of the game. Stuff like FTL or Isaac where runs would be significantly different from each other. Now it just means "We're too lazy/untalented to bother with proper level design"
Nowadays roguelike as an adjective tends to mean "run-based with procedural level generation", which, to be fair, is a very good general structure for games designed to be replayable
What gets really interesting is when you realize that pretty much any game with a hard restart on death made prior to the mid 90s can probably be repurposed as a roguelike if you can get a functional level generator in there
