Yeah buddy, memorizing every level and getting past by trial and error isn't interesting. Decisions make a game interesting, and HM2 is a game that is played on autopilot when you get good at it (i.e. play a level 50 times and learn the route perfectly). Not to mention how melee and executions are useless with how the enemies and the levels work now. You'll just be baiting enemies by peeking corners or shooting, waiting for them to come to you and kill them while they form a nice conga line.

Finished the game on Hard already and S ranked a couple of levels just to see what the fuss was about (spoiler: it's about memorization and baiting).

when it comes to games that are STILL BANNED, where the decision wasn't overturned, Manhunt is the first relevant on the list
That is true but games not being able to be classified because there wasn't an appropriate rating for them at the time is different from blocking adults from buying a game just because some roastie didn't like it.
I think Cruelty Squad is similar, in a way. It's an FPS, but

The game setup is slightly different (instead of having to kill everyone, you have to kill 1-4 targets and then get out alive), but IMO it has a similar feel to Hotline Miami.
You can try the Angerfoot demo. It felt pretty much the same, but 3d. Game's not out yet though.
