    Halcyon 6. Its Not-Star Trek where the Not-Federation has been fractured by interdimensional aliens that attacked and cut everyone off from each other. You play as a commander of a space station that is trying to reconnect everyone across the galaxy and fight off the aliens. Its has X-Com like base building for the station. All the combat is turned based 3 bros in a row, both on foot and in space ships

    It might not be exactly what you're looking for, but you're basically playing as an empire trying to rebuild itself

      Story telling requires drama. That means you want the bad guy to be the bigger, badder thing. And in order to have a large scale story you need large scale enemies like organized armies backed by a nation. Put those two together and you end up with a story about a weaker kingdom or rebels fighting a stronger empire.

      It's not a japan thing. It's just basic storytelling that as old as spoken language.

      it basic human instinct. small guys fighting an insurmountable enemy and overcoming it is basic storytelling. Humans also loves the opposite, overpowered main character destryong the world with a flick of a finger(opm, dragonball, almost every esikai)
