They are doing 2 games in parallel. Bungee is giving guidance on how live service needs to be constantly pumping out content. Naughty Dog will need to hire more people specifically to do that. They gave a GDC talk about how Destiny 1 was like selling you an individual train and the goal was to make it look and feel as good as a train could be, but Destiny 2 needed to be a train station where many trains were constantly launched and designed in parallel. They are still doing a single player game too but will need to change up how they have been designing games to accommodate a live service game as well.
