I mean, every single one of them seems to be well-dressed and educated.
Besides, visits from the residents from the plates aren't that uncommon and the places aren't even segregated.

Why did they go so hard on the "ultra-slum" aesthetic if what it appears is just that Midgar has a housing (And perhaps immigration) crisis?

      It's literally stated in Cloud's flashback (And other moments) that everyone's going to Midgar for better employment.

      Besided, Midgar doesn't even look overpopulated, so I'd assume people only live in slums because they decide to build houses in the plates instead of multiple-storey buildings.

      I'll never not be amused at how the playable and important characters in the game so harshly contrast the "normal" npcs who dress like everyday people in the real world

      The original PS1 FF7 was more "exagerated" in everything, so it didn't stand out. When they did Advent Children and chose a more "realistic" approach, they changed how Cloud and Tifa dressed.

    It's almost as if there were a million things wrong with FF7 and it was a massive case of right place right time. For the record I'm not bashing the game, but there were people that had to do reviews like 6 months after release because they didn't want to get swallowed by the mob and they generally rated the game favorably at around 8.5 (which at the time meant it was good but not amazing).

      I mean, I live in Brazil, so that's my metric with slums. Those are not segregated, but still people who live there have a whole different culture from those who do not.

      That may be a prejudice I have, but I've always associated living in slums with being rude and lower IQ (Though that one is mostly out of your control, mainly because of food deficiency and diseases during childhood, as well as never getting proper education and being surrounded by bad influences and other with low-IQ).
      Well, this and trying to look like a thug .

      None of this seems to be the case in FF7R.
