Dragon's Dogma
That was my initial thought but i'm not sure dragons dogma actually has a pillar of flame from the sky spell, although there's other spells that can give you a similar feeling

There's a pillaractually a wall of flame from the ground spell, which is pretty close, but it's one of the medium level ones so it's not as impactful as the top level ones
It's the closest I've played to getting the feeling right though, at least in that genre. Black and White had some cool apocalyptic miracles but they never feel as impactful when you're not playing as the one individual dude casting them at enemies on his own scale.

Not really. Depends on your imagination with the setting.
A magic heavy setting would involve a ton of counter magic and magic neutralization. Which is why melee combat, battle formations and common tactics will still shine. This would also allow people to give warriors more interesting skill sets because regular army will be full of enchanted weaponry or witcher esque body mutations.
A magic heavy setting will utilize mages for combat like how combat actually evolved throughout irl military history. Instead of an arms race, you'd have a spell race. Anti-magic shit would be mostly relegated to auxiliary status and mage battles wouldn't be against armies clashing against one another but a series of spread out skirmishes because OP's pic literally is calling down to what is an equivalent of an ICBM out of literally nothing.
