I think you could with the Tao trio, feels like there's so much more that can be explored with them. You've got the original dragon, the brothers that controlled and fought with Reshiram and Zekrom, how Kyurem would attack and supposedly eat humans in Lacunosa Town. With BW remakes and maybe a Legends Unova game in a near future, it would be cool to see the dragons fleshed out more.
They could make another Legends game based on Ho-Oh and Lugia. They could set it after the events of Legends Arceus, and the plot could tie together Ho-Oh and Lugia with Arceus, and you could explore the Sinjoh Temple and the Temple of Alph before they became Ruins. They could even tie in the Kanto region by making you explore the Sevii Islands or Mt. Silver first before you can go into he Kanto mainlands. Unfortunately, we won't see Suicune, Entei, or0 Raikou since they only came into existence 150 years before GSC, but we CAN see what Pokemon they were before the fire, which is still exciting!

say, they choose unova, how can they explain throwing balls, stealth mechanics, sandbox maps, crafting your own balls, being vulnerable to pokemon attacks, etc. without the setting of "colonizing X as a time traveler"?

A war that happened 3000 years ago. Unless Arceus or Palkia decided to fuck up Calem/Serena and send them to the past to participate in the war, there's no other way GF can turn it into a DLC. PLA that was set only several hundred years back already fucked up some of the established lore, like pokeball invention, pokedex, pokemon habitat/behavior, etc. Imagine what will happen if they decided to make Pokemon Legends: Zygarde that was set even far back into the past.
They actually havent. PLA pokeballs are clearly different from Johto ones as they have different catchrate - Hissui pokeball is worse than ordinary todays pokebal while H.Ultraball is better than todays counterpart
They could litteraly gives us: Time and SPace games where main feature would be discovering few lands in well known regions in different part of history
Considering that Johto seems to be the next region in the remake order and that region is all about the old and traditions and shares history with Sinnoh

I don’t hate Tangrowth, even if I think it has a rather boring design and ugly shapes, but the beta evolution really captures the “quirky JRPG monster” energy of Tangela. Hard to know how it would have turned out in a final release; I like to imagine it’d have pink shoes. The baby form is whatever.
Tangrowth is just more Tangela really that's why it looks boring but man do I want that branched evo into Jaranra

I'd like a Hoenn game where the selected player is the ancestor of Birch and the unselected one is a Normal-type specialist who will inevitably be the ancestor of Norman. Maybe the latter could be some forest person as a nod to Sapphire from Adventures, no particular reason.
I've been saying since right after LA, I think Keldeo would be a great legends game mascot:
