NFS:MW probably won't be enjoyable, but 3-4-Porshe should be OK(-ish); Carmageddon maybe
    Starcraft, Diablo, Fallout 1-2

Download all of the classic id Software, Blizzard and Westwood games. Download SNES9x, PJ64 and ePSXe and buttload ROMs from archive.org. Buy a $20 wired controller from Wal-Mart. There you go. Have fun.

If you download Starcraft, make sure to get a copy of the 1.16.1 version. Don't download the F2P version, since that's just the remaster with the new assets locked, and as such has higher system requirements.

Always with the spoonfeeding of places to get roms, even when nobody is asking.

Why do you even have a computer like this OP? Did you buy it for $5 as a "retro gaming pc" or what?

Nah, it was given to me for free. Its in perfect condition, just older. I already have nes,snes,n64,psx running fine on it with a controller. As well as doom2/duke3d/shadow warrior/etc. Just looking for some pc games to put on it.

Even though it's from 2006, you should try Flatout 2. That game is fricking magic performance wise, runs on potato laptops from the era while still looking really good and great performance.

I had a PC like that a long time ago, back when I was still in school. Favs were Cave Story, Yume Nikki, Cho Ren Sha 68k, Warning Forever, Railroad Tycoon II, Neverhood, Battlefield Vietnam for LAN sessions.... only racing game I played on it was the PC port of Sonic R though. Probably not exactly what you were looking for but those all should work.

Unreal Tournament 1999 - even with high res textures.
Unreal 2 should run as well, also UT2K3/4 should run at low res depending on the igpu like 60fps at 800x600 ish at least. Not really retro though.
    Chocolate Doom/Hereteic/Hexen/Strife
    Duke 3D
    Freelancer probably
FFXI, Phantast Star Online if you get the hookups..
Quake 2 (really any of the Q2/Q3 engine games - Anachronox, Sin, Fakk, SOF, Daikatana), Duke 3D/Blood build engine games (SW/RR) Tribes 1, maybe 2. Thief.
HL1 and addons should mostly work but modern steam versions might be a bit buggy with intel igpu for flashlight framerate drop and OPFor's end boss is buggy af. But otherwise, playable.
    Shogo.
    ZZT
Serious Sam should run. Turk may but might have problems with Intel igpu, NWN similar.
    LodeRunner Online / MMR
    Tetrinet

Other non-retro games that you could play, Metroid Planets remake thing, A2MR, 1982, baba is you, castle crashers, Eschalon, Helltaker, Peggle, Rolling Bird, Spelunky, Remnants of Naezeth may just hit playable rates with right config. Himno should work.

Also Retroarch should work fine without the huge shaders, but smaller shaders should be good. Ignore that other dumbasses 20 dollar controller remark - get a good controller they can be found that cheap too just not some generic madcatz shit probably. Wii Classic Pros used to go for ~10 bucks each and an adapter, you can find them or knock offs for like 10-13 bucks or two packs even. Similarly, you could go for a PS2 adapter and use any PS2/PS1 era controller - they're not exactly great but DualShock 2s supports L3/R3 if you want those for reasons but most things shouldn't utilize them really.

Broken Sword might work.X-Wing games, Adventure games in general, myst etc... Dosbox/-X should work as well as GOG games for that or earlier era. SoRFree, Last Call BBS should run.

There's a pretty wide range of stuff it can play as long as you just find games from that era and before.

Well it doesn't qualify as best regardless - but there is unofficial fan patch to make it playable...
That being said - the multiplayer for it was actually pretty good though. Go download the demo and give it a try, play it with friends on the the 2 levels they have or whatever and waste an hour.

Weeb much? RPG Maker VX Ace and older versions only use software renderer. You have access to metric tons of shit in a sea of piss that is jap porn H-games, with hundreds of them translated. Ask /hgg2d/ in both /vg/ and /h/ for directions (to F95zone, ULMF and sukebei) if interested.

Not sure if you're interested in online but you might be able to get online and play everquest I and anarchy online. both games are so old and outdated graphicsally they should probably run fairly well. and the games are pretty decent (everquest is great). I would suggest everquest 2 but not sure if you could run it or not. probably. If online doesnt intrerest you thats fine it just kinda popped into my head cuz im playing everquest 2 right now

I know for a fact that hacked drivers exist for the notebook versions of ATi (AMD) and nVIDIA GPUs, but I haven't heard of Intel drivers. If you do find any but the link is dead, look it up in Wayback Machine (archive.org).

DGVoodoo is generally the modder's standard with a lot of people doing work in this area. I'd be lying if I said I was an expert - but the program runs pretty well when you put it in the directory (as long as the game is supported, and that's the check you need to do).

Collection Chamber and GOG use it quite a lot with their packages that were built for 3DFX games, and (sometimes with tinkering needed) it tends to work pretty well.

For late 90s DOS 3D games though - software rendering should work pretty well even on a potato that's no more than 10 years old.

What possible PC only runs games up to 2002? I feel like you have to go out of your way to get a PC that bad
Even dumpster PCs can emulate all consoles up to 2008 and likely play early 2010s pc games

With as cheap as computers are these days, it's weird to think that there are people whose main PC is effectively 20 years old.

Few years ago also had to survive with an old ass tiny craptop, so here's what I played:

All the underrated GTA: 1, London '69 & 61', III, Advance
From 1 to 2 play DOS versions via DosBox if your Windows is newer than XP, otherwise it would crash after a while and you REALLY don't want that in these games.
III had some fps drops during rain, but otherwise fine.
Advance - worked great through the GBA emulator (don't remember which) and turned out to be fun.

Half-Life - I played only the main story, but all the addons are kino and should work as well. There is even a fan-made port of Decay from PS2.

Deus Ex - didn't finish, but it worked. In some parts performance was shit tho, so had to tone down the graphics.

    Doom

    Hitman: Codename 47

Didn't play it back then, but would also recommend:
    Resident Evil 1-3
    Dino Crisis
    Tomb Raider
Metal Gear Solid + VR Missions (if you're not a pussy - Metal Gear 1 and 2 for MSX first)
    OG Mafia 1
    Max Payne 1&2
    Wolfenstein 3D, Spear of Destiny
All the SNES and GBA gems - Super Metroid, Zelda ALttP, Mario World etc.
