      Most likely explanation is aliens simply do not exist. Either nowhere in our observable corner of the galaxy or at all. Remember that everything we "observe" is far back in the past due to how long it takes for light to reach us from those distances.

      But assuming they do exist and are capable of interstellar travel it'd be a fallacy to assume they are all singularly united in purpose. There could for example be a general prohibition on large scale diplomatic contact. But there's still dozens of independent groups ranging from curious scientists to joyriders who breach that to go look at the funny pink bipeds.

      it's really lame:

      In the late 1940s and early 50s, before there were any spy planes or spy satellites, the US was trying to spy on the russian nuclear program. They decided to do it using high altitude balloons: they'd release them in the pacific loaded up with acoustic sensors, radiation detectors and cameras and stuff, they'd drift across the soviet union and they'd pick them up again in Europe, hopefully.

      The US was also testing them in new Mexico and one of them crashed in a town called Roswell. The early MOGUL units were huge chains of balloons and instruments 600 ft long, the later ones were massive polyethylene balloons. None of them looked anything like weather balloons. The program was top secret and if the soviets knew about it they would intercept the balloons, so the US ran up the bullshit about flying saucers as cover.

      Once spy planes and satellites came about they stopped the program, but if you see future/current UFO bullshit coming out of the military expect it's cover for more secret programs like stealth drones or something.

          those flares were dropped hours after the craft was originally seen - there's a decent amount of footage of the flares because people were out with cameras after the initial sighting. it's clearly not a craft, you can see that they move and the points of light are not consistent, because they're flares. it's completely seperate from the original incident that night. read more about this

      I love this game and I wish we had more FPS games riding off of 90s/early 2000s UFO weirdness. Too bad the original XCOM remake got turned from a Bioshock-inspired squad shooter to an identity-crisis tactical TPS. I wouldn't have minded a more linear XCOM title if we also had Firaxis' Enemy Unknown to enjoy at roughly the same time.
