That's just the modern client. Project 1999 runs fine on this hardware but it won't install on anything below XP due to the anti cheat they use. I wanted to play p99 on my 98 machine and found out they use a weird custom anticheat that won't work on 98 or ME.

This is anything but top range, man. You could've bought some crappy prebuilt with a RTX 3050 and it would still have a GPU 100 times better than that. It can't even support Directx 11 or 12

Old gpus range from 30 to 300 dollars. There are retro pc coomlectors out there that want authentic parts. CPUs as well, some people look for very specific clock speeds for very specific games.
A voodoo 3 is well over 300 dollars despite it being a pretty common part.
PCI voodoo 3s are pretty cheap. AGP voodoo 3s are 600+ these days. Blame retro pc youtubers.
I bought my copy off a friend in college for $20 'cause he didn't know what he had. I couldn't even afford the $20. But my game got destroyed when I was a kid, and replacing that shit ain't cheap.
