I have Staryu lv.26 with illuminate and cleanse tag. But honestly now that I think about it butterfree might be the better option.
Cleanse tag counteracts illuminate in gen 3. It's not a held item version of repel. Repel won't help much in area 2, where chansey has its highest encounter rate. The white flute might stack if you trade one over from RSE.
In GS you can cheat a little by using Thief and manipulating wild encounters by using repels with a pokemon at the right level to make it easier to find Chansey. In FR/LG you have to Safari Zone that shit.
I almost found having to stop and use the repels constantly not worth the extra odds. It also only works well in the day because night has more level 25+ encounters.
But of course Thief is a necessity, I used a Marowak.
A wii is $30 at most and homebrewing is free. The only extra thing you would have to pay is for pricel to connect it to your gameboy. That is how I got the Jirachi from Gen 3.
the worst part is, its been statistically proven that you have a higher chance finding a shiny vs getting that lucky egg. Most find both by the 14th chansey or so.
anon i just avoided the same situation in my fr replay by accepting that it was not worth it. in the time it wouldve taken to even find one chansey, let alone catch it (and yes i was using the bait guide), i had already rematched swimmer tommy on kindle road enough for my 4 main mons to get from 50-60. he has 3 goldeens and 2 seakings and is the guy on the island right before the cave on one island (beat blaine to get access) and gives 5k+ per win. chansey farming is just not worth it.

It took me 19 chanseys in Crystal, at a 1% encounter rate. Made me cry.

Just give yourself a box of the entire national dex at level 100 with perfect IVs, or hack your way to the credits.
