Both of those do less damage, and are just utility tools, so it is up to gameplay style. Market Garner is technically upgrade but reguires skill
Panic attack is only upgrade if you are metagaming or comboing with Pyro. Flare Gun is a fair SIDEGRADE for comboing as well, but you frick up midrange for yourself.
Another combo weapon, but anything is an upgrade from stock axe to be fair so I give you that
Iron Bomber fricks up rollers and range of pills in general. It is like saying Brass Beast is upgrade because 20% more damage
Sandvich/Banana are mandatory for Heavy's kit which is sad
GRU/FOS are fair, but other drains your hp, and second makes your action slower and makes you get killed on melee range. KGB would be a direct upgrade tbh
Tomislav isn't a direct upgrade unless you are an absolute shitter or completely play solo without your team
Wrangler is fair enough and needs a HUGE nerf. Short circuit is situational, and you are nerfing your long range 200 BULLET PISTOL damage. With wrangler you also sacrifice your damage now when you think about it, it is sidegrade as well. Still needs a nerf
Crusader's Crossbow is too OP because amount of the heals it gives, but Overdose is underrated. Stock is just shit when it comes to Medic's design
Ubersaw is another which is basically a direct upgrade, but I have seen Medic's suicide for 25% of uber rather than living. Gives bad habits to Medics.
Bazaar is questionable gamedesign and I have no idea why they buffed it out of all weapons
Jarate is a sidegrade
Same with Bushwacka, and it comboes with Jarate so you are sacrificing Midrange damage of SMG and critmachine of stock melee
Diamondback and Amby have both slower firing speed and lower damage as well as doesn't have random crits. Diamondback is better version of Amby actually, even when Amby is a good weapon if you have the aim reguired.

That's the thing about melee in this game. Most classes don't have a serious use for their melee because they do more damage with their primary, or they're slow as frick and shouldn't be trying to melee people. So melees that provide utility benefits with less melee damage as a downside become upgrades by default.
Wrangler is definitely not sacrificing damage, it basically does what you'd want pistol for better by being able to both do range at significantly more damage.

Yes it is, when you don't have buildings up or the enemy isn't on the sentry's sight. The shield is busted and should be removed tho.

Only if Jarate hits, and only if the enemy is far enough so your SMG doesn't outdamage them. SMG also is good finishing tool in general.
Best part of Jarate is the team aspect. Throw it on a chokepoint and it is ridiculous. Bushwacka also makes you take more damage, and you could as well just go for random crit with melee due to damage you do with Sniper. It is also faster and you can get two swings before you get one with Bushwacka.
Not gonna adress melee-utility thing because it is true to some extent. Still I believe melee is important and useful for damage in combat but nobody uses that

Both of those are signs you're not playing engie right though. You want to have your sentry at hand when engaging the enemy. I supposed you could argue if your doing something where a sentry isn't needed, like going to the enemy backlines to sneak a teleporter then you might as well have a pistol. But that's already a niche situation. Your pistol is useful specifically when the enemy as at a distance from you so you're already in a good position to get out of there and make proper use of the class by getting some buildings up.
Landing a hit with jarate is pretty much a given unless thrown at range or at a pyro since it has splash.

In that situation you wouldn't be going stock anyway. Your best bet would actually be to get the short circuit and abuse the frick out of the cart's infinite supply. Possibly also use the gunslinger to get a mini up quickly.
I can play with shotgun and pistol, being a combat engi with stock sentry. Not impossible, but when people rely hugging cart while spamming SC and minisentries, they kinda lose the sight of what the class can do.

Stock weapons are almost universally the best in the game except for some melee choices; all the other weapons are things you pick for the variety of it.
Matchmaking fricking sucks and is what unironically killed the game. If you spend the time to search through the Server Browser for a proper server, you'll have a better time. Just remember to do it at peak hours (Usually around 4-8pm, or on weekends) so that servers are actually populated.
If you play casual and there's a spinning sniper headshotting everyone, it's a bot. Votekick/F1 him
Don't buy weapons and hats in Mann Co store, you can use scrap.tf when you get premium (best item to buy if you want premium is a key)
Don't delete achievement items like gibus from your backpack, even if you don't use them they have sentimental value
The default settings are bad, I recommend watching https://www.youtube.com/watch?v=rRxFpr5Javg (the 90 fov and net settings are most important things to change), I also recommend enabling raw input in mouse settings, it will disable acceleration and make your aim better on the long run
You will get a new weapon from random drops like every ~30 minutes (there's a limit that resets on thursday), some of the weapons from random drop pool can also be obtained by doing class achievements, contracts and crafting (the last one is not worth it unless you're f2p)
The default primaries are often the best weapons for each class, but melee weapons have lots of much better replacements that add some utility like Escape Plan for Soldier or Ubersaw for Medic
Start off with medic, your success will depend solely on situational awareness, a skill that the other classes also benefit from you having

I started when I was very young and was sucked in to TF2 like nothing else ever had before.
I would draw pictures of TF2 characters and hats in my school notebooks and think about the game constantly.
Don't focus on trying to be good at the start. It's not like new multiplayer shooters where it's all about the kills. If you haven't played a source game before, there's so much interesting stuff and communities to find in the server browser that is beyond just fragging.
And if you're new, I wouldn't recommend playing on uncletopia servers because everyone on there has like 5,000 hours and is really good and you might not have a good time. Skial casual servers have a more laid back playerbase so you can learn without getting your shit kicked in.
Have fun! I would give anything to relive the first few years I played TF2.

if you're going to play soldier, play through the map jump_beef.
tr_walkway is a good training map to get comfortable with the controls. other than that, just play the game.
This map is so fricking terrible I made a Ganker account just to comment here and tell you how bad it is. Literally any other jump map does what this map does but 100x better. This map is so fricking bad I went to the effort of taking it out of my TF2 files just so I won't ever have to see the name "jump_beef" ever again.
in that case play jump_edgebug and jump_bounce
If you want to learn jumping spend a few hours on badwater learning the roll out if you can teach yourself that you can apply it anywhere
