TOTK's camera is zoomed farther out, its not a fast first person shooter, and its designed to be played on both big screens and hand held screens. It can get away with a lower framerate.
One is a single player game with quirky physics tied to the fps. The other is an online action game where the quality of gameplay hinges on more factors than just the gwafix. Ones on a hybrid system with 7 year old specs. The other isn't. Why are retards confused about this is the real question

redfall is on much more powerful hardware than the switch and isn't doing anything special with its graphics or even overall design to warrant 30fps on series x. whereas tears of the kingdom is running on much more outdated hardware and doing a lot more with interactive physics systems than most other modern games in the genre. if tears of the kingdom was made for a series x level hardware and ran and looked like it does on switch it too would get shit on for it
