No. As of Y7, he's just past 50. As far as I'm aware, Y8 is gonna take place maybe like a year or two after Y7, so he's still gonna be early-mid 50s. Also, age doesn't mean that much in Yakuza. In Y1, Shimano was 57 in Y1 and he was still a beast. Le Beautiful Eyes Man was 60 in Y3 and he still gave Kiryu a good fight. The guy played by Takeshi Kitano in Y6 was...well, I mean, his age has clearly caught up to him but he was still probably one of the stronger guys around.
It's also worth pointing out that the quality of fighters in Yakuza has steadily gone down over time. There are no new character in Y6 or Y7 who's as strong as any of the upper-tier guys in the previous six games. Someya's okay, but he's clearly like a tier or three below Nishiki, Ryuji, Mine or Aizawa. And I'm 90% certain that even then, Someya can still beat the shit out of Tendo if he were still alive. So even if Kiryu gets weaker or slower with age, he'd still be stronger than literally anyone from Y6 and Y7.
Kiryu is the worst written character of the series but he's also my favorite just because he's an autistic blank slate. It's easy to self insert as him.

Personally, I have nothing against the idea of Kiryu returning, especially since I do feel that it's kind of unavoidable given the ending of Y6. But he should not have appeared in Y7. I genuinely feel like Kiryu should have had nothing to do with Y7 aside from maybe some vague verbal references. I think it would have been better for Kiryu to return in like Y8 or something. Y7 has only vague references to him but nothing concrete. Y8 kinda doubles down on the references, so that more astute players might notice that, yeah, it REALLY seems like Kiryu is related to SOMETHING going on. And then BAM, Kiryu returns in Y8. That would have been way more satisfying.
