The previous remakes didn’t do this, did they?It’s not confirmed but there was supposedly a statement that said something about there being "over 450 mons" and Arceus is 493 which lines up. ORAS did indeed have every Pokemon up to that point(gen VI) but since Sword/Shield did a dex-cut I honestly don’t find it surprising that these games do as well

Generally, the remakes limited the available Pokemon, but opened up in the post game. FireRed and LeafGreen, for example, prevented your Golbat from evolving into Crobat until you got the Nat Dex. Same thing with HGSS.

Hoenn is in an odd place for me. Never finished Sapphire and it was around the time I fell out of interest with Pokemon. Fast forward to Diamond and Pearl I dove back into Pokemon in college (hated Gen 4 by the way, was glad when Unova happened) then by the time of Alpha Sapphire, I bought it but did nothing with it. The irony being I love how the region of Hoenn is structured due to being a sucker for sources of water like riverside towns and open oceans.
