I mean, it’s more like he didn’t write Gou/Sotsu. Writing a plot outline outline is very different from actually writing the script.
And considering stuff like Watadamashi’s writer mentioning he used the VN as a reference while writing the script, it’s clear a lot of his outline was very vague.

I think the worst part about the new show is that even after all the retarded shit that happened the ending still got me all emotional when Dear You started playing. It made me remember why I loved this series in the first place, followed immediately by regret that we could have had something truly special on our hands.

gou was honestly a 10/10 for me
but they fucked up sotsu beyond repair by making the first half a useless retelling of gou, and the end.. the only end i would have accepted was satoko dying before rika and getting stuck in a multiverse of kakeras without rika for the rest of eternity

Sotsu ruined it all for me. I always knew that the original Higurashi was an inconsistent quality story with ups and downs, but in the past I thought the good parts of the original were intentional and the bad parts accidental. Now I know it was always the other way around.
