Khorne was the face of cXhaos through a big portion of XXI century, so he’s the most popular

Tzeentch is pretty unique so a lot of people like him. Khorne is very straightforward and was the poster boy for Chaos in both Fantasy and 40k forever, so he sort of gets the "vanilla faction" treatment. Nurgle is the current "face" of 40k Chaos so he’s gets a similar thing to Khorne, although his fanbase is pretty based. Slaanesh is difficult to spotlight because GW are careful to try and curate a "Rated Teen" facade so he gets the least screentime.

Constant change is instability. If everything is constantly in flux you can’t do anything, nothing meaningful can get done. More to the point Tzeentch changes things randomly. He is Chaotic. He takes advantage of the randomness and makes it nonrandom to his advantage but it’s otherwise detrimental to everyone. His followers are the most likely to pick up mutations and become useless lumps of mutated flesh. To the point the 40k Chaos Marine faction tried to stop the mutations, fucked up, and made the entire legion either Uber sorcerers or mindless souls sealed inside their armor (no flesh = no mutation)

All of the Chaos gods have aspects that can be seen as positive in the right context. This is somewhat more obvious in Fantasy than in 40k but it’s implicitly present in both versions. They’re mostly "evil" because they take their respective domains to retarded, inhuman extremes.
Slaanesh is excess, hedonism and degeneracy, but also love, pleasure and experience.
Nurgle is pestilence, decay and stagnation, but also safety, acceptance and perseverance.
Khorne is meaningless bloodshed and rage, but also physical excellence, bravery and martial honor.
