Since microisraelite owns them and Bethesda i think it makes the most sense to have them work together. Obsidian can provide the vision and plot and Bethesda can do the grunt work.

the tumbleweed rolling across you at the beginning of the game, when you leave doc mitchell house, is a scripted event. Since Obsidian coded the game in a tree-like fashion and that scripted event is placed very low down the roots, if you mod to erase tumbleweed from the game huge number of quests will stop working
tldr: removing tumbleweed from FO:NV can severely screwed up the game

Pillars of Eternity already proved that before Outer Worlds.
