6th gen games shouldn't be carelessly upscaled.
Pretty obvious how the developers used these "blurs" to increase visual fidelity in some way.
Trees, clouds and mountains became more convincing. Limitations of the car geometry also became unnoticed.

This is how you sound. San Andreas looks great on the PC, by the way. Especially after installing the SilentPatch. Same goes for all upscaled PS2 games.

It's a tradeoff. The game was made for ps2, and every other version is a port missing many graphical effects
San Andreas ports don't look like PS2 original. They miss all the atmospheric effects and even have a different color pallet.
darker shadows in the tree gives them more depth and is more like how we would see them in real life with our eyes adjusted.

I see lower contrast on the top hi-res image. But this is a common thing, you don't need to highlight contours on high resolutions.
You really need to view the images on a large display. The bottom example looks like 480i compared to the HD top.

I play my Dreamcast and PS2 in 480i over composite. Glad I don't have to deal with emulation yet. Although, PSP games can look great at higher resolution since they were designed to be played on a digital display.
