can I just say it's pretty funny to me that they called it "Crystal Special" and there's no suicune to be seen, and the 3rd movie has a bunch of crystals and purple aesthetics and still no suicune. and the one movie where suicune shows up, it's a side character

The obvious reason why is that both Entei and Suicune have their movies and Raikou didn't, so they gave him a TV special.

To be fair, Dan Green is probably the best dub Eusine, one of few things the dub right there. It’s easily the worst stuff from the 4K era besides M01, but it has a few bright spots here and there.

Obviously 4Kids had a way better team on the dub for the main Anime and Movies than for the Side Specials. Ted Lewis' Eusine can actually pronounce Raikou and Suicine correctly, Chronicles Eusine (aka Eugene) and Generations Eusine failed to do so.
