Couldn't you get both in gen 2.
to make ho-oh spawn you need the rainbow wing, to make lugia spawn you need the silver wing
in gold and heartgold you get the rainbow wing from the radio tower director after kicking team rocket out of it, in silver and soulsilver you get the silver wing
in crystal instead you get the clear bell, which makes suicune spawn at the tin tower
to get the rainbow wing in crystal you need to catch all 3 legendary beasts. suicune is the freebie. after you catch all three and enter the hall of fame the monks at the tin tower will give you the rainbow wing. all three legendary beasts must have the same ot and tid as you to qualify.
the wing you don't get (or the silver wing in crystal) is obtained from a guy in pewter city. he just gives it to you.
in gold and heartgold ho-oh is level 40 and lugia level 70, reversed in silver and soulsilver
in crystal both legendaries are level 60.
Yes, but there was no move-relearner in GSC (unless you play through ALL of Stadium 2, after which you can relearn only ONE move). So you essentially can't get a Ho-Oh that knows Sacred Fire in Silver or Crystal and you can't get a Lugia that knows Aeroblast in Gold or Crystal. Ho-Oh in Crystal honestly SHOULD have Sacred Fire because it's much harder to obtain than in Gold. In Crystal they made it so you have to catch all three legendary beasts first, two of which are still roamers (Raikou and Entei). I guess it's not difficult if you clone Master Balls using the cloning glitch, but getting Ho-Oh legitimately in Crystal without exploiting glitches is a pain in the ass.
version exclusives have been a thing from the beginning
One-of-a-kind Pokemon only started being version exclusives starting with Gen 3.

The primary demographic when they realized they could no longer get the most 'elusive' Pokemon from one game? Even more than the starters, Legendary Pokemon are what kids gravitate towards the most.
it's how they make people buy both games retard, if kids want both they have to play both. not rocket science.

there's an old tajiri interview from when gold/silver first came out, where he said he made sure that both legendaries were catchable in both games, because they were too rare to trade and he didn't want people to buy both games
tajiri stopped down after gen 2 and the next game, ruby and sapphire, had four different version-exclusive legendaries. all legendaries have been version-exclusive in every game since, except for in the gold/silver remakes

The only way I could see version exclusive legendaries considered acceptable is if they could let you breed them for more to trade.
Atleast they kinda fixed it in sm and SV and allow you to catch a 2nd box legendary you can trade.
Not really, those still require trading. The Johto games handled it best by allowing you to capture both with the difference being when and what level you encounter them and in Gen 2, whether you get their signature move or not.
Hoenn and Sinnoh had both obtainable in 3rd version only, fuck remakes.
Unova had story reasons for the opposing legendary and a full sequel game, but probably could've been worked around to have both.
Kalos had nothing, but if it did, probably would've suffered from the Ultra Changes treatment and also make Zygarde's Thousand Waves and Thousand Arrows version exclusive as well.
Alola should've had you obtain the opposite legendary through the same alternate universe you got Cosmog.

Paldea is a lost cause, I'm sure if you just imagine it, you can catch Miraidon in Scarlet.

SV's solution sucks because one of them gets taken away from you if you try to use the bike and it can't be boxed, it's just clunky.
Sun/Moon gave you a second Cosmog that you can use to get the opposite legendary with your OT.
You only get two in SV because the game prevents you from trading the ridemon

They should go back to making both box legendaries exist in the same universe again, instead of just being version-exclusive counterparts. SwSh could've easily done this with the dogs.

They are weird psychic jet dragons, this was before mundane non legendary pokemon don't have over the top designs and psychic telepathy isn't obsolete to twink fairy magic
I can tolerate this but the worst they've ever done is require you to have both box legends in the same game at the same time to unlock further content. Fuck Rayquaza in HGSS and fuck Landorus.
At least with multiplayer raids that is no longer an issue.
