Yes, but there was no move-relearner in GSC (unless you play through ALL of Stadium 2, after which you can relearn only ONE move). So you essentially can't get a Ho-Oh that knows Sacred Fire in Silver or Crystal and you can't get a Lugia that knows Aeroblast in Gold or Crystal. Ho-Oh in Crystal honestly SHOULD have Sacred Fire because it's much harder to obtain than in Gold. In Crystal they made it so you have to catch all three legendary beasts first, two of which are still roamers (Raikou and Entei). I guess it's not difficult if you clone Master Balls using the cloning glitch, but getting Ho-Oh legitimately in Crystal without exploiting glitches is a pain in the ass.

They should go back to making both box legendaries exist in the same universe again, instead of just being version-exclusive counterparts. SwSh could've easily done this with the dogs.
