Solid in Default 1, but acquired late.
Second requires consumable items to use, but you learn an ability that can find those items in battle.
Default II has no Blue Mage, just Beastmaster.

To be fair, FF9 isn't really Final Fantasy. It's more just toddlers parading around on screen for pedophiles.

Chained Echoes had a sort of blue mage guy. It was kind of weird because he was an amnesiac who forgot all of his abilities and eating certain monsters made him remember them. Didn’t seem like there was any rhyme or reason for why he got certain abilities from certain monsters though, but he was a good all around party member.

Monster Girl Quest Paradox. It's called Sorcerer though but it works the same.
If that bothers you, there are literal blue mages like picrel for you to recruit as well.

Don't worry, the church is good in this one. Just don't let the literal titty monsters distract you!

There's one guy in Live-A-Live who does this.
Technically every Digimon in the first Digimon World game is a blue mage.
There's at least one SaGa game (not sure which) that has a character that can do this.
