                Retroactive lying isn't a thing. The statement was true when you mentioned it but if you break it later it doesn't mean you were lying. If you say that you didn't kill the king, nothing is stopping you from killing the king later while in the zone of truth.

                Of course. It just means that when he spoke he wasn't planning on doing it hence he wasn't lying. Perhaps something happens that makes him change his mind and try to kill him at which point the answer would be that he would try to kill the king.
                It makes you tell the truth as it is at that moment and how the person thinks it is, it doesn't force you to do anything else.

      Torture works all the time, you do it to get people to confess to things so that you can railroad them through a trial and then execute them. I always thought this was gay, pretending to be fair is for wimps, if I ran the evil empire, I would tell people that they're going to be tortured because I don't like them, and that whenever they feel like stopping they can just say so and we'll execute them out to the third generation.

      Torture always works, in that it gets people to talk. Unfortunately they will usually say whatever they think will make the torture stop.

      Zone of Truth actually makes torture effective, because assuming it worked and the save wasn't passed, all that they can say now is the truth. So you are free to torture them until they tell you all you want to know. Its one weakness is that you can't tell if they passed their will save. You could potentially have a cleric cast Communion to ask their deity to verify that ZoT worked or verify other info they gave you under interrogation.

        The Harper's are Chaotic Good Glowies beholden to the collapsed Elven Kingdom of Myth Drannor which on account of it being gone basically have free reign to Assassinate, Cover Up, and Manipulate however they please in order to create a free world.

        For instance they actively blunt the creation of new technologies out of fear that one nation would use this new tech to dominate the others, but if all nations were given this tech at the same time and therefore could not gain an advantage over each other then it would be fine.

      It's not even a matter of magical power, but a matter of how precisely they can shut down a scenario.
      Think of how many fantasy stories and fairy tales revolve around curses. Someone is cursed, and the curse can only be broken if a certain action is carried out or object is found to counteract it, and it's an adventure just to do that.
      In D&D, it's a 3rd level spell.

    This reminds me of the time I came up with a grimdark edgy low power social intrigue mystery adventure and then put it into the upper tiers of a hack and slash superhero tactics game.
