What ttrpgs let you play as a dragon? I'm not talking about "dragon at level 16 if you pick a specific bloodline and is only really powerful if you do some potentially rp-breaking dips(btw you only get dragonkind 2, not 3)" but something where you get cool dragon powers from the very get go and don't have to crunch the system in order to create this type of character?

Try the Council of Wyrms boxed set for AD&D, it was a campaign where everyone played dragons far from human civilization.

It's generic but it is universal. There's a book for everything, and you'll want to avoid most of them.

Mostly the former. If you're going to make a dragon game you really don't need a book on tactical shooting.
It's a wonderful system, if you don't care about three little things.

Not completely, but pic related (Anima Beyond Fantasy) has rules for playing as a monster, making it yourself, and due to how character and monster creation works, you can pretty much do anything, including dragons (they are even in the core book so you can take those as an example). So you could do a full dragon party campaign... I reccomend using a custom setting because the default one is VERY anti magic stuff. But not gonna lie, starting as dragon welps and surving that hostile world until you are a party of mountain sized dragons that take down the Inquisiton, the empire and Tol Rauko would be badass.
Someone once mention ACKS but I don't know I read through it might just require some work converting some things.
