I don't see how could they tackle BPs. The smarter games are already doing them in a way you need to login every day for a short time or for longer for diminishing gains. So it doesn't really encourage playing all day.
Wouldn't that make people just not finish the passes? Currently the greatest driving force behind completing BPs is missing out the unlocks you paid for. If we could do them any time and a new BP comes out with a new shiny skin I think people would simply drop the old one to start grinding the new one as new skins are technically always fomo. Nobody really cares about old skins unless they reach meme status.

Lootboxes are not the problem, they're a symptom of the problem. The problem is microtransactions. Pokemon Unite is an example of a game with no (paid) microtransactions but it is still an extremely addictive skinner box designed to lure in kids money.
So unless the EU plans to ban microtransactions, which they don't, it's not gonna do anything.
I don't like passing laws with their main argument being "think of the children". It's the parents that are mainly at fault for giving in and buying things for their children and for their gaming and gambling addiction. Companies have learnt to use psychologically manipulative tactics to extract money from players so regulation on that front should definitely be looked at.
I agree with transaction (they're hardly micro anymore) are the problem with these games. It's rather meaningless if you target loot boxes as the monetisation system will shift. If they're not targeting gacha in this legislation then it not only shows that it'll be ineffective, but that they're already out of touch with the current gaming landscape. They need to address explicitly how games can and cannot be monetised, else you're just cutting the head off a hydra. How can they not address gacha when the likes of Genshin Impact is so popular, with everyone trying to emulate its success? If Loot boxes does also include gacha, then that's a step forward at least.

Really though, if they actually want to future-proof this legislation, they really need to address what monetisation models are permissible.
