I have penelo as a red battlemage I have the license for fira, thundara, etc. unlocked I also bought the magicks from the magic shop but she can't cast them. how do I get her to cast the spells?

Have the MP
Set up gambit/do it manually

yeah I tried a bunch of things nothing worked I moved on and now I'm at the point where I need to rescue her I did notice that even though I have fran set as an archer with no magick licenses unlocked she can somehow cast spells so idk what the frick is going on.
You probably have her equipped with the nethicite accessory that gives you tons of magic def but mutes you.
show screen shots of your license board only thing i can imagine is you haven't unlocked it there
