If two or more Pokemon have something that makes them demonstrably broken, then what makes them so strong is taken into question. It's a slippery slope if you start looking at everything in a case-by-case basis.

The difference in your example is that we learned about potential movepools last gen from Home's datamine. Basculegion is already in SV, but is unobtainable.
