It's a full-on source port with lots of little fixes to the game. It's not mandatory but recommended because it runs better on modern systems, restores some PS2 effects, adds xinput controller support and fixes stuff like the misplaced crosshair on widescreen resolutions.
I'm not sure if vanilla VC even works on modern Windows anymore, you might need either a modpack or reVC anyway.
Oh. From the steam guide it looked like it was just UI and cheats. I'll grab that then, at least for the controller support. mouse and keys are rough for gta.
