The lack of any resemblance or association with foxes is what makes it hard to see Landorus as a representation of Inari, it may not be mandatory but it is arguably Inari's most famous calling card. The closest to that is Vulpix and Ninetales being found at the Abundant Shrine.
Hell, in PLA they had the opportunity to establish a proper connection between Ninetales or Zoroark and Landorus and they did nothing.
