I'll cede that it's not unreasonable to assume a stat check is always a good thing because it is, but I also think you're being a little dramatic.
More games need negative outcomes for positive speech checks, force the player to actually consider their dialogue choices and understanding of the characters instead of going for every speech check to win

I remember there being a trap Seduce option in VTMB if you talk to this character as a female, they react negatively to being hit on by a woman and you have to pass a speech check to calm them down. That sort of thing might be the good basis for speech checks; you CAN hit on a character, or bribe them, or try to reason with them, but you should probably figure out if that's a good idea first. A principled character would never take a bribe, a beefhead might not listen to reason, so on.
Throw in things like >Lies will be remembered if found out >Friends and allies talk to each other so you have to be careful with what you say about characters to others >Confidence might lead to LESS support >Successful checks might bite you in the ass way later
If it's a bad idea for a Combat build to just unga his way through a disadvantageous fight then the same thing should hold true for a Speech build
To be honest against the Legate even after you pass the speech checks and he says you're right, you still have to avoid using certain lines in the following conversation such as "so you'll retreat?" or he attacks. I don't see people mentioning it often but I think it's a nice touch and it could have been used more. Half having the skills, half continuing the conversation the right way.
