No, it had better potential, but the people who used that potential extended to yuzo koshiro and basically nobody else while the SNES was easier to work with. When the genesis did well, it did very well. Even discounting the obvious, games like warsong/langrisser and zero wing sounded amazing, but when dealing with multiple platforms the genesis felt like it suffered in the music department as a result. Zombies ate my neighbors and der langrisser come to mind here

I enjoyed my Megadrive but when the PS1 came it was pretty easy to forget Sega after that, do enjoy the Saturn and Dreamcast but this was well after Sega stopped making consoles
Genesis generally had much better action and arcade games. Shoot em ups, beat em ups… Sports games are also considered better in genesis and it did have some great action/adventure games like Wonderboy or Ecco the dolphin.
The extra sprites Genesis could handle were also generally translated in much better battles against bosses. Even in genres were it wasn’t too prolific like jrpgs it still had some great games.
All of Shinobi 3’s music is great. But music wise, The SNES was better. Yes, there’s some great stuff on the Genesis (Sonic, Thunder Force, Shinobi, SoR, Gunstar Heroes, Ristar for example) the SNES just did music better.
