'simple' here seems to be a measure of complexity, amount of variables you consciously take into consideration while playing it. Racing games are simple, even if racing sims are calculating tyre temperature independently for couple hundred sections of the tyre, in the end all you have to do is take corners well based on the limit you feel unconsciously while driving rather than calculating it with great precision in your head. Sure, the deeper you go, the more you get into strategies, mind games, you analyze your opponent and his behavior under pressure, eventually you start planning your overtakes two laps ahead, but in the end you're still operating on a small amount of data compared to a grand strategy.
