Midnight Club II has the best middleground in terms of gameplay and presentation. Midnight Club 3/DUB Remix is alright gameplay-wise; and I prefer playing this game with stock vehicles, but it has a bunch of post-processing effects puked all over the screen making it hard to play today. Not only that, it threw away interesting characters in favor of just playing voice clips of your rivals which makes the races feel impersonal. Midnight Club 1 is great except that Midnight Club II is an upgrade to it but with more freedom while retaining the humorous characters Rockstar is known for.
LA Remix on PSP is basically a next-generation update of the Los Angeles and Tokyo maps from Midnight Club 2. I cannot get into this game because the screen is just smeared with post-processing effects like MC3.
Midnight Club 2 >heart poundingly exciting races once you get to Paris >no catchup >fast paced, only a little downtime between racing different rivals >game isn't too long or short >memorable characters with vehicles that suit them and their own soundtrack to go along with their races >fictional vehicles based on irl ones yet have their own charm and feel high quality >you don't get bogged down with customization, collectibles, or free roam nonsense, you acquire every car you unlock for free >simple mechanics that are easy to pick up but difficult to master >fantastic sense of speed >dark mature aura yet doesn't take itself too seriously >stable framerate, clear visuals >higher difficulty cheat if you're a masochist

Back in the day I didn't have a gamepad so I used to play Midnight Club 2 with mouse controlled steering. It was an actual option in the PC version. It was ludo as hell, I don't know why that control scheme isn't more popular for PC racing
Also MC2's Tokyo was awesome, it was my first interactive experience with Tokyo and it left a bigger impression on me than actually visiting the place later. Somehow reality always disappoints compared to vidya

Why 2 over the other ones? I've only played a little bit of LA Remix on PSP, and found it a bit horseshit that traffic kept merging into my lane.

No problem. Midnight Club 2 has a native PC port in case you wanna check it out. I strongly recommend it because it has modern PC hardware patches.
mc2 on pc is ass since you have to use dgvoodoo and lock it to 30 fps to prevent it from crashing and breaking physics
