This is only exceptable if Hard mode is impossible to complete without a having been strengthened by a normal/easy mode playthrough.

given that game was themed so heavily around sneaking and ambushes and the like it fit really nicely too
persona 5 royal considerably changed merciless compared to the OG release, as well. you got severely nerfed exp and money from battles on merciless in the original, in addition to a lot less tools to use in the player's favor. in royal, you get the same exp and money modifier as on easy. made me so mad because one-daying palaces in the original, in addition to the palaces being longer and more resource draining, meant you were doing mostly a low level playthrough unless you REALLY knew what you were doing. was super fun
yeah this honestly felt like a mistake they just stupidly left in, because it made no sense
especially with the new ability that let you insta-gib enemies in Mementos which made XP and money even easier to get

All games should have a cheat code you input on the title screen that unlocks all difficulties immediately.
