No, Star Sprites were the ones from Bowser's Inside Story. Only a few are currently known to exist, three elders and Starlow. The Stars that inhabit the 7 babies and the Star that inhabits Geno looks the most similar in look and function.

Anyways, having agency doesn't mean you have that agency in the same way. How the characters act in the movie is very divergent to how they usually act in the games, especially for character/lore obsessed folks such as myself. Obviously with this being a new medium that is movies, this was partly expected. Despite that, yes, Peach's character in the movie, regardless whether she has "agency" or is a "damsel", generally does not act like Peach in games, either when she has "agency" (in this case, I guess playable) or when she's a damsel.
This frustrates people because the change is likely inherently political, as Peach's role in many games have come under fire from activists for many years. Another reason is that it's a common thing for people who don't like Peach (for what she represents) constantly try to change her to something that she isn't whenever they have the opportunity. Even Nintendo of America does this, in some games like the RPGs they'll just completely rewrite her dialogue. it shows contempt for the character that fans don't always appreciate.
Regardless of the reasons, yes Peach in the movie is out of character. She's not unique, Toad is just as bad, but trying to gaslight people in saying "no it's the same!!!" is just shitposting.

Then she realizes she genuinely needs help and can't do everything by herself, and has to rely on Mario now.

The problem with Peach isn't with Peach having agency, it is that in the games, Peach has never been that type of character. Instead of making her just a competent ruler that doesn't have any battle experience and thus the reason for the prophecy and needing the Mario Bros. They want her to be a badass. It just makes it look weird that the Bros would even be needed in the first place. If she gets captured or defeated, it actually makes her look WORSE than if she had just remained a caring leader that doesn't fight. Which means that Peach has no chance of actually losing directly. They will make her opponent Kamek, while Mario takes on Bowser, which feels artificial and again calls into question why Mario is even there.

I think it would be fine if she had her damsel role, since her interacting with Bowser would have been fun while she tried to escape. But it's not required. I'm of the belief that this movie didn't need a kidnapping plot at all and it's stupid they still did it even despite PEach being proactive
They obviously have no idea how to give Mario motivation. They are mistakenly believing that Mario only saves Peach for his motivation. So they think "Well we can't remove Peach from being kidnapped, that would mean that Mario has no motivation. Unless" Then they switched who was kidnapped. "Obviously Mario would want to save his brother" and while this is true, it is terrible motivation for a Movie, especially for an "origin story" The reason that Mario was rescuing Peach in the first game, was because all of the inhabitants of the Mushroom Kingdom were turned to bricks and Peach was the only one with the magic to return them to normal. It wasn't about only Peach, it was the entire Kingdom. Mario is a character that obviously loves Adventure, this is his primary motivation through almost all of the games. Saving the Princess isn't the goal, it's a by product. Mario helps because he wants to. This is why a better thing to do would have been Mario, who wants to have a fun time in the Mushroom Kingdom, isn't taking it seriously when Bowser makes himself a threat. Until it gets Luigi hurt. Now you avoid taking Luigi out of the narrative and giving him Peach's role, while still giving Mario better motivation and growth.
Leaders of Kingdoms don't need battle experience. They have other things that make them Kings and Queens. Peach could have easily been this type of ruler. Kind and respected because of her giving nature. The Mushroom Kingdom could have been a large exporter of goods to the other Kingdoms and Peach could have been a manipulator. She's a nice person, but knows that people think of her as weak and uses this expectation to her advantage. This obviously doesn't work on Bowser, who cares only about Power grabs than about helping his subjects. The current paradigm of girl characters is that they are just as reductive as the damsel in distress and they just don't seem to realize it.
