We don't know. It can be either the index numbers, their relative placement based on their regional dex number, or something entirely different. The nat dex isn't in the game so we simply don't know until HOME or some other official nat dex comes around.

It doesn't really teach anything new about the ecology of it.

Only gen 6 pokemon onward have new entries. Returning mons from 1-5 have reused entries.

Some of them are new. Off the top of my head Hydreigon's is new.
Has anyone been able to tell what the version exclusive pokemon will be yet? Outside of legendary and past/future pokemon.
