Ocelot says she never had luck powers, tries to shoot her in the heart but forgets her's is on the right, Fortune deflects the missiles without the device, and then Ocelot gets possessed by a ghost.
It's probably to show that the AI can't predict everything that people are capable of, much like the appearance of Snake on Big Shell.
The payload would have killed Raiden so the Patriots AI just turned the magic device back on so they could have Raiden fight Solidus.
