Scratches had a fantastic build up of tension and horror without any of that. Genuinely terrified me in some spots, though I'm easily spooked in horror games.

There's a bunch of characters that got cut out from the manga like some random diaper chick who pisses herself because she was abused by her father (not the e-boi with the puppy that was already being abused by another father). She's actually the reason why the manga is called Elfen Lied is because she's trying to become a singer and that's the song she teaches to Nyu/Lucy.
There's a weird timeskip that doesn't happen in the anime where Lucy gets her horns shot off and becomes Nyu "permanently" (she ambiguously dies in the same scene in the anime). Nyu then becomes less of a child over time and actually speaks normally and shit until the Chief who was running the diclonius program seeks the wisdom of his near clairvoyant daughter named Anna who's encased in this giant ball of flesh tells him that they need to find Lucy to continue the Diclonius race (all of which by the way is never seen or even referenced to in the anime). Nyu/Lucy is then gangstalked by this vampire guy who hunts Diclonii, Brando then find Nyu and causes Lucy to re-emerge, they get tracked down by the Chief, a huge battle occurs and Kouta gets shot which causes Lucy to freak out and get shounen level powers. She then gets kidnapped and brought back to the island from the very beginning where another huge battle occurs and then she escapes. Kouta gets shot again which causes Lucy to freak out even more and start wreaking havoc on humanity as a whole; stretching her vectors around the entire earth and using her powers to revive Kouta by repairing him on a cellular level. This causes Lucy to melt and then begs Kouta to shoot her in the head which he does and then it ends. It's just insanely retarded and the anime is justified in its changes.
The Anime starts the Kurosawa plot point but never finishes it.

It puts more effort in explaining how the bad guys aren't actually Dioclonus than explaining what Lucy is.
Like they set it up like it's some sort of secret take over by these mutant eusocial humans who were waiting for a fertile queen to emerge.
But then it turns out the "male" dioclonus are just a sub species of humans native to japan that were asshurt about their deformity and made a bunch of we wuz kangz shit up.
Then, for no reason a woman gives birth to a mutant with horns, psychic hand tentacles, and a gene virus that causes men to only impregnate women with other mutants like her. This completely rando mutant sounds like the we wuz kangz prophecy the sub-race humans made up and they go "WE'RE THE SAME RACE! WE HAVE TO FUCK YOU TO MAKE HUMANITY EXTINCT!".
Except they're completely unrelated, Lucy even states they aren't related at all and that by complete happenstance her raped mother gave birth to a true "male Dioclonus" which probably happened because her mother is the source mutant, not the evil Kurosawa sub humans.

Would be nice if games could actually surprise players. Imagine buying what seems to be a normal adventure game only for it to turn into a bizarre horror scenario middle down the road. Could never happen because people would refund it or at worse sue for false advertising.

The problem with this idea is that any game that does do this has essentially like half a day before the trick is revealed due to the nature of the internet. Even obscure games are usually introduced to people specifically as this sort of experience because they only ever come up in threads like these, even if not directly it's at least implied that something is up.
Then there's also the problem of player assumptions. Like if I showed you Farethere City you'd immediately assume that it does have a creepy twist solely because it's a cute RPGMaker game even if you only saw the synopsis + harmless visuals.

Okay tell me what "good" horror is suppose to look like and feel like. How would you make a good horror game?
Horror in general of course isn't something that's easily do-able in videogame form. Because horror is all about you feeling powerless. Which means you can't give the players too many options or make those options obvious - cause a monster or enemy that is easily predictable isn't scary in any way.
So in order to be a good horror game you need the horror to be something you fear. But doing exactly that will just end up pissing a lot of players off cause feeling powerless in a videogame is usually a frustrating experience rather than a good one.
Look at Alien Isolation for example. One of the most popular horror games of the last decade. That game stopped being a horror game the moment the player learned that the alien fears the flamethrower. After that it just became a pure "go x and do y" type of game that you play for the narrative alone. Not because it's scary - cause it stopped being scary.
That's the problem you wanna solve and that pretty much all games kinda fail at. Because at the end of the day nobody actually wants to make a good "horror" game. They just want a slightly horrific adventure game.

The alien actually gets braver the more you threaten it with the flamethrower (requiring extra ammo). It's a really smart game. Makes it a last option rather than a crutch, especially in harder difficulties where ammo is rarer. Had to do multiple sections without using it, and sometimes it didn't even work and the alien punished me for getting cocky.
