Because not everything has to be a super unique type just for the sake of it
straight grass is kind of shit in Kanto, with bulba being a shillmon, and one of the big themes of kanto is nature being polluted due to the rapid post war industrialization of japan that separates current day from the idealized childhood of the game's creators. There also is only 1 pure grass type in gen 1 and most grass lines in gen 1 were grass/posion

So I'm assuming Johto/Gen2 was an intentional subversion this, since every grass type is either part flying or pure (Even the one that's related to the oddish line).
That and the fact that Johto as a whole is a lot more rural and ‘natural’ in comparison to Kanto

That had more to do with Grass being focused on utility/sipport rather than immediate offense. As a grass type it was pretty good, getting leech seed, sleep powder and Permacrit Razor leaf. I think it may have been the best grass type in the game.

But they still picked it to be on the cover in the first place. I read somewhere that was only it wasn't used for the worldwide release was because they were concerned out Western Audience's tastes. FIRE BREATHING DRAGON and CANNONS have more immediate cool factor than Flower.

CHARIZARD was always the "shill" of the trio, but i doubt they wanted Bulbasaur to fail. Masuda (and likely many other Game Freak members) have it as their favorite or one of their favorites and if they really wanted it to fail why did they go out of its why they constantly improve it in every generation. .

The Bulbasaur line was massively outclassed as a Grass type by Exeggutor in Gen I due to it being Psychic-type and having a considerably higher special stat, so not really.

why do you think poison makes it worse in game? In Gen 1 bulba is only quad weak to only leech life which is only 20 base power, pin missile and twin needle which were only on jolteon and beedrill, traded ground resistance for fighting resistance and gained a poison immunity that makes any fight with a poison type easier. The only real negative about being grass/poison was the psychic weakness which is bad in competitive but doesnt really matter for in game play outside a handful of fights

In playthroughs it doesn't matter as much because idk what enemy even uses ground moves besides Giovanni's Dugtrio; Marowak I guess but come on (RB only of course, mons actually have appropriate moves in Y)

RB isn't balanced around the fact that people who do pvp spam 1 use TMs on multiple pokemon.
In game there are 6 ground type moves
Bone Club and Bonemerang are signature moves of the Cubone family. Dig is a 1 use TM and only Diglett family learns it via level. Earthquake is a 1 use TM and only Diglett and Geodude families learn it via level. Fissure is a 1 hit ko that is only accessible via 1 use TM and sand attack is nondamaging
I'm pretty sure in RB NPC pokemon only have moves that are learned via level up. In Y Giovani has earthquake on 4 pokemon, not sure if any other npcs have earthquake.
Eitherway RB especially are balanced around in game play and not around PvP/stadium

Exeggutor is a mid-late game encounter and stone evo that you need to dump on multiple valuable TMs and ideally baby till level 48 for its best utility move (Sleep Powder) to remarkable. Meanwhile Bulba is a starter that maybe does not have explosive stats or broken typing but is literally first Pokemon you get and has steady progression both in stats and moves.
On paper yet, Exeggutor is better, but we don't talk about simulation on Showdown but actual usage during single-player campaign. Yes, you can make it powerful in late game but for what? And the only think that it achieves that Venu can't is going against Mewtwo post game so... eh?

bulba was the creator's favorite mon and is busted in RB. Obviously they switched to making charizard the shillmon and blastoise a secondary shillmon in the west, but bulba was the shillmon prerelease. He is also the one Red uses in most of the promo material.

vinewhip rapes the first 2 gyms. razor leaf is always a critical hit. Growth boots his already best special stat of all 3 starters which is even better since it is special attack and special defense. leech seed, poison powder and sleep powder are all good utility moves, especially sleep powder with the broken gen 1 sleep. And then for TMs he had the broken toxic that could stack with leech seed and the 4 really good normal moves, ie body slam, take down, double edge and hyper beam.
The only part of his movepool that sucks is sleep powder is too late for in game use, cut is a shitty HM that he has access too that a kid might give him by accident and that he can't learn strength so you need to give him body slam, which is a move multiple mons want or double edge/takedown which are lesser moves and that hyperbeam is wasted on him so it isn't worth grinding for

Tangela was trash but a straight grass with razor leaf and starter tier stats would have been extremely useful in Kanto, in the cart playthrough but especially in stadium and competitive

Bulba being duel type was theme based. Kanto has a lot of poison and grass duel types because kanto is disgusting. Where as Johto has a lot more grass monotypes. charizard is only flying type because the design has wings
