I try to make them look like a protagonist. Very simple but stands out somewhat. I never saw the appeal of making OC donut steels that don't fit in any scene.

Probably not what you're asking but when I was a repressed teen I would give myself a quick hard on by "racebending" my character in Y by giving him blond hair and blue eyes instead of brown (I'm already white though that's why racebend is in quotation marks) and focring him into a white shirt, camo pants, and black boots because it was the closest thing to role play in those games. I would always dye his hair last to "seal the deal" since it was more permanent than clothes but never saved after doing it because I thought it was a waste of fake money so I mostly walked around Lumiose to get some good angles on him before turning my game off.

You have to for certain hairstyles like the pigtails. A step back is that you now only can pay 3000 for color and cut instead of less for just the cut or just the color like in XY.
You can only change hair and hair color at salons and it costs 3k pokedollars. Everything else like eyes and brows can be changed instantly at any time by pressing left on d-pad then +.

No. Hairs are not attached to the body model, they are their own object. The body type and skin color is locked at the start of the game and the only things that cannot be changed.
