Death is the personal antagonist, directly tied to the protagonist and his arc. Goldilocks is more of a reinforcement of the themes of the story and gives the movie a simpathetic antagonist. Finally horner is the big threat chasing the heroes (something death can't do too much or he would've overstayed his welcome) and is still tied to the themes
The villain motivation tire list is shit in general. You can write an inherently evil villain (your pic) or a villain who motivations are hard for a normal person to understand (Anton Chigurh) really well, and you can write a “sympathetic villain retaliating for the wrongs done to them”(Daenerys Targaryen) or a villain with arguably better reasoning than the hero (le ebin Thanos) poorly. And sometimes an objectively evil villain or some otherworldly monster works way better than some pseudo-philosophical fag.

Everybody knows that what makes a good villain is both entirely tied to context and their relationship to the hero and in what ways the villain pushes protagonists to overcome themselves. Motives are a mere accessory to these goals and any villain with any motive can be interesting as long as you respect these rules of writing.
Characters without a proprer context and environment do not work even if you spend millenias writing their individual bios to make them as EPICK as possible.

His plot was to start a war between the US and Pakistan using an army of kidnapped brainwashed child soldiers so he could turn everything into Fist of the North Star and "purge the weak" with his army of cyborgs. His first scene in the game is ordering thousands of kidnapped children killed for being "burdens on their societies and cities."

Armstrong, on the surface, is very easy to relate to for most edgelords and anarchists because he's basically embodying the "FUCK THE SYSTEM!" sentiment. The one redeeming factor for Amrstrong is that he was a man of his word in the end. He lost to Raiden and immediatelly accepted him as being in the right. Armstrong, at the very least, did fully believe in might makes right and was fully ready to happily relinquish the future to anyone who could beat him.
I think Armstrong might have landed a bit better if Revengeance actually went a little harder on showing a post-MGS4 world. Literally the entire fucking world had come to rely on privatised war as its major means of commerce and it was essentially a post-truth society because of Patriot filtering on fucking everything. It's not really a fault of the game, as it's obviously a more straight forward story than most Metal Gear and its focus is intentionally on Raiden, but I think if the context Armstrong actually exists in had been emphasised then he might have stood stronger.

Being able to take on that final evil is a fantasy, and what makes a story an epic. I'm not interested in learning that "morality doesn't exist" for the millionth time. I want stories of masters, not slaves.
