Just coming in and saying you guys refusing any sort of discussion all the time are doing more harm to the board than any thread with random questions.

Ask a question longer than one sentence without any context. Get a discussion. Simple as.

Parasitic threads made under the pretense of "discussion" that end up having no discussion all the time have been disastrous for this board.
        Moreover, you say that

Magic is rooted in the understanding and application of the laws governing reality. For all intents and purposes, it is a science in the literal meaning of the word, but closer in practice and implementation to classic natural philosophy than to what we think of as modern science. Specific combinations of sounds, objects, and motions react with the natural flow of energy through the cosmos to produce magical effects.

Psionics, by contrast, requires you to be insane enough to perceive the flaws and gaps in those natural laws, insert your will, and pry them apart. If you've ever seen the silly shit that happens in speedruns of N64 games, that's psionics.

Firstly, did we really need two threads for this?

Secondly, it's really simple. Just make it so magic doesn't do the same things psionics does. Don't have magic spells to communicate telepathically or lift objects with invisible force or read minds or anything. The more broad magic is the more pointless psionics is.

Psionics are physics manipulation through willpower:
        >I will your hair's molecules to agitate until they combust
Magic is manipulating the perception of an impersonal Demiurge-like entity (call it MAGIC), to provoke change in the material world, throug word games, gestures and mana weaving:
        >As firewood strands, the mane glows brightly, the fire of knowledge, manifest upon thy head!
Druids are wizards but with NATURE instead of MAGIC.
Divine spellcasting is asking gods (thus above a demiurge) for favors:
        >prithee, Kossuth, lay fire upon his head!
Warlocks ask entities in the sake manner.
Sorcery is having bloodlines that are seen by MAGIC as important enough that you can will things to happen, without any demiurge convincing or physics logic:
        >I will your head to burn! Hahahaha
Spell-like abilities are just like sorcerer blood.

        >The more broad magic is the more pointless psionics is.
I like settings where both are broad, but affected differently by varied things.

Examine what makes magic what it is in the game, and avoid as many of those traits as possible when making your psionics.

Magic is utilizing a system that shaped the world, for example a divine language of creation or pacts with entities that can do so.
Psionics is manifesting your soul outwards and using it to alter reality around you.
Functionally the same, thematically not so much.

I liked that in toaru majutsu no index the divide was the basis for the world building. "Psionics" were the humans with innate abilities, "inferior" humans developed magic to keep up with something similar. In martial terms it would be like weak guys thinking hard and developing a more efficient use of the meagre resources they have (martial arts) to compete with the naturally strong.

    >so a psionic could use magic and be even more dangerous?
    Yes, why not?

      >Yes, why not?
Ironically, world building. If “superior” humans could use the same tools as “inferior” humans, they could cancel out their advantage and thus homogenise both groups, hence the inability for them to gel together

It seems pretty simple to put magic as an external source based system and psionics being an internal source based system.

Instead of using "mana" to levitate a rock by redirecting/subverting natural reality and risk blowing up because you got some ratio in it wrong, you're using your own brain as a lever and if you get it wrong, the pressure will force it out of your nostrils.

Do what D&D does, magic spells have mythological names and connotations, psionic powers have sciency-names and are based on sciency-logic so it has more of a space fantasy vibe. That's the important part, the rest is just worldbuilding.

in my setting psionics work entirely on the mind. telepathy, illusions, clairvoyance etc.
this is because they can access an ancient, diffused mindlink network. powerful psions become beacons in the network as the neural circuits grow in them and mantain their abilities even when away from the net

Depends in the setting and how its laws of reality function. Broadly speaking, magic is an external force on which you set your living will, while psionics are usually depicted as you exerting the literal power of your will on the world. But really, this question varies so wildly by setting that this answer is hardly functional.

You write "BRAIN" in big capital moron letters in front of "Magic" and maybe sprinkle in some loosely related terms like "id" and "ego" and voila

Looking at settings with psionics generally they're implicitly if not explicitly unique and while training can hone abilities and precision the sheer power level is largely innate. Beyond that you could limit them to the laws of thermodynamics, they can change the form of matter but they cannot outright create matter and are limited in how much energy they can expend.

Mechanically this might be along the lines of having no hard limits on power usage (infinite mana so they can fire off spells all day) but powers are more limited and specific, perhaps the level of precision further being limited as well as the manipulation of forces. You can fire a bolt of lightning but you can't lift a heavy object since you have no means to lift it outside of creating a massive current of air or a bunch of tiny explosions under it, there is no ghost force to lift the chest.

Psionics is futurism. Magic is ancient
