Rock and ground are the best offensive types in that game, nearly any group of 6 Pokémon with different types would have that same problem when you ad in a fire type

It's actually to maintain compatibility with the GB. If it was red like it's supposed to be, the convertor would make the red and black the same shade. Same reason why Feraligatr is dark green instead of blue etc. Crystal fixed a lot of these but was only compatible with the GBC as a result.

Zam and Magneton can stay but Gengar has to go, not even because it Kanto but because half three game uses it: everyone in Morty’s gym, and Morty, and Karen have the damn thing, like holy shit.
Scizor doesn't make sense as a trade evo for someone whose M.O. is literally stealing Pokemon.
Neither does Alakazam but the devs were hitting the pipe that day.
It's a fine team, if I had to make small adjustments I guess: >Switch out Shadow Ball on Gengar for a move depending on his starter (ThunderPunch if he has Meganium or Typhlosion, Fire Punch if he has Feraligatr) >Change Sneasel's movepool to Return, Screech, DynamicPunch, and Shadow Ball >Switch Thunder and Swift on Magneton for Lock-On and Zap Cannon >Overall level boost for his team. Sneasel is now Level 55, and all other members get a 5 level boost.
His team is good but I'd have him give back the Sneasel towards the end (replace it with Ursaring) and replace Alakazam with Golduck.
Silver's team is themed around nocturnal and mean or unlikeable Pokemon that he catches because they're 'Strong'. Ursaring is a good subversion of that because to get it you have to catch a Teddiursa which is superficially very weak, so it shows some character growth. Golduck is a mon that doesn't get much representation especially compared to Alakazam (which is also on Blue's team) and kappa are notoriously assholes.
beyond the fact that sneasel is a giga shitmon - which he "has to" have for story reasons, there's nothing really wrong with it. maybe more edgymons like houndoom instead of magneton or smth

There's nothing wrong with it. It's strong, varied, and reflects his character. I'd just evolve Sneasel and Magneton in the postgame of HGSS.

I tried to make his team as strong as possible. There's just no way to make Sneasel viable with two special STABs, so I dropped it for Tyranitar.
