I do not care at all about competitive pokemon and never, ever will. I feel sorry for people who are into pvp in a game that doesn't even remotely consider pvp a primary feature. there are thousands of games out there that do, and they pick one that is centered around single player adventuring and collecting cool monsters, where trading was considered long before battling other people. and they wonder why they are upset and why the game is completely unbalanced for it.

Outside of a draft league bracket, you can't. That said, there are so many ways to customize Pokemon that even when two people have the same Pokemon, they're rarely identical. Trying to figure out "oh he's running this much speed and this much bulk" or "oh he's using x item and y coverage move" is part of the fun.
Add a third format in Battle Stadium, Special. The rules for Special would change every two weeks, so a meta could never stabilize. They could be anything too. >little cup rules >one type is banned >no hold items >no status moves >1v1 single pokemon >etc.
It would simulate the delightful shitshow that is the first two weeks of a new format for the people that like that.
Do monthly competitions with different whitelists. Maybe one month it's new Paldea mons only, then the next is only pokemon who are less than 100 lbs in weight, etc. It would mix up the meta, while also still having the standard vgc rules available for vgcfags.
legendaries raise the skill floor too high for many non-legendary mons to be able to compete, not even mentioning how they warp the tier's optimal compositions and strategies around their presence
so they not only outclass, they also dictate
you can play around legendaries with a smattering of underpowered mons as options, but you blow your options up so much wider by banning all legendaries, which were never intended to be bromons anyway, and battling with bromons the heart of the series's experience
