They ignore Observer because it doesn't fit their narrative.
I thought it just had its priorities out of whack. I thought the game was at its best when it was more of an adventure game and you were allowed to just wander around the apartment building, talking to tenants and searching for clues, but the game also wanted to be a horror, which I think it does quite poorly. Those mindjacking sequences or whatever they're called were terrible and I hated them. I know some people loved them but I hated them. I didn't finish a lot of side quests because most of them led to a mind jack sequence and I was just not willing to put up with it.
I think they needed to prioritise the adventure/detective elements. Overhaul the dialogue system so it isn't so simplistic, make the story have a nonlinear progression where the player chooses which leads to follow up on, put more emphasis on how this apartment building is practically its own mini society, something which the game already did quite well but I think it should've been one of the main focuses of the game.
Another problem is that the story itself just blows. It's interesting for a little bit but it just gets confused with itself by the end and it had no clue what it was doing, just plain dumb endings that had so little to do with everything that came before.

The ending was what everything had built towards. The AI murdered your son and impersonated him to lure you so it could steal you body, but it first had to weaken you by tricking you into thinking you'd been a terrible father, a monster that your son featured. I thought it was relatively straightforward.
I agree on some points. I do think the least interesting part of the game by far is when they do the standard "oh no spooky monster stealth section" bits. And yeah the mindjack sections were mostly just corridors

Silent Hill is psychological horror. Bloober's games are superficially psychological horror except the twist is always that you're being gaslit or whatever. The Medium is about as much psychological horror as The Thing is.

Name a single case where this is true. It's not true for Layers of Fear, BTW. Layers of Fear is about the Rat Queen tormenting the characters into thinking they're crazy. It's all theatrics. LoF2 is super explicit about it. When you do things she doesn't want you to do, she's like "frick this" and resets the time loop so you'll make the choices she wants. The characters talk about "madness", but it's really just supernatural manipulation. It's not mental illness or problems that can be solved with drugs or therapy.

Anon, a lot of the artistic shifts in SH2R are coming from Konami. They talked to Gans, and were inspired by his vision of Silent Hill. One of Bloober's most famous games consists of Rutger Hauer mumbling in a monotone for 7 hours.

A straight port of the original with minor tweaks and improvements like the Enhanced Edition mod, purely for preservation sake.
A remake headlined by key creative members of the original team. Yes, I know Ito and Yamaoka are involved but I'd like to have the original director, writer, environment artist, etc. on the team as well. Games are a product of their time and it'd be interesting to see how the original creatives behind SH2 would've handled it 20+ years after the fact.
